My people that dwell in Tziyon on the Pashat level, this refers to Jerusalem, but in the Melchizadek Document (11Q13) Pesher interpretation of Isaiah 52:7 (Where the oppression of “the Assyrian” (Isaiah 52:4) has been overcome, Zion is interpreted as “the congregation of all the sons of righteousness, who uphold the covenant and turn from walking in the way of the people.
