Therefore thus says Adonai YHWH Tzva’ot: O My people that dwell in Tziyon: be not afraid of the Assyrian, though he smite you with the rod and lift up his staff against you, after the manner of Egypt.

My people that dwell in Tziyon on the Pashat level, this refers to Jerusalem, but in the Melchizadek Document (11Q13) Pesher interpretation of Isaiah 52:7 (Where the oppression of “the Assyrian” (Isaiah 52:4) has been overcome, Zion is interpreted as “the congregation of all the sons of righteousness, who uphold the covenant and turn from walking in the way of the people.“

the Assyrian The Ancient Nazarene Commentary on Isaiah, in its commentary on Isaiah 31:6-9 interprets “the Assyrian” as HaSatan.
